What was the error message when you try downloading?
What were the stop codes from the blue screen? If it restarted before you could read them, please find your minidumps files here C:\WINDOWS\Minidump and attach them to a post.

when i shut down my computer and restarted it it wont return to the desktop it jsut sits in loading screen untill 5 min's later it bluescreens and restarts
Since you can't get into windows then you can stop the auto restart by doing the following:
Start your system and at the Second post screen tap on F8 to get to the Boot Menu
Use the Arrow Keys to Scroll down to the line that says "Auto Start On Error" and highlight it.
Click Enter to disable it
The system should reboot and if not then do so.
When the BSOD shows it will stop so that you can reply with the STOP ERROR and any parameters.

Download Revo Uninstaller
Once installed go Here to read how to uninstall the Sims3 files completely.
when you start Revo it should give you a list of files and or programs it finds. Click on the Sims3 and have it do a complete uninstall. When done reboot and let me know if it works.

Try running Windows Update, make sure your machine has the latest updates. There could be an issue with an older version of the C++ Runtime.
