WININET.dll not found

I have Bellsouth small business DSL. When i first log in under my Windows user name, many small windows pop up that say "This application has failed to start because WININET.dll was not found. Re-installing the application may fix this problem."On the title of the windows that keep popping up, it says "aolexplorer" sometimes or "AOLUnifiedSysTray:AOLSoftware.exe- Unable to locate component". I am wondering what this WININET.dll is and how i can get a new one or re-install it.
