Serial Number Generation

How can I allocate a unique 4-digit serial number automatically to each of my photographs as I file them in "My Pictures"? I am scanning in lots of photos and want to be able to associate each one with a text document which will give full technical and decriptive details of the picture. Giving each picture a serial number would help to associate the photo with the text when searching through the records.
Is there some way of generating the serial numbers for insertion in the picture title?

This cannot be the first time this has come up as it is an obvious requirement.
I am using XP, Office Professional which includes Excel and Access, etc.
