low system resources

:tazz: under system performance , resources even at start-up, after defrag and removing all unwanted programsand only having 191meg of ram ,( system resources remain at 45 to 47%.

How can I bring this up to the norm of 75 to 80%
Even after deleting alot of programs and restarting this value does'nt change.

I have checked disk space and there is tons of space left.
what could be tieing up the resources even if no aplication is open.

or what ever!!! win98 second edtion.

I have another pc also win98 second, same pent II prossesor ,with 256ram and have
alot of programs installed, and system resources read 77% free, why is the other pc systems resources so low????

Just booted a 98SE PC with 384MB Ram and nothing running, it shows 59% free

Have only seen above 70% when windows is the only thing installed
