Making a boot disk on external USB floopy

I have windows 98se. When I attempt to make a boot disk on a USB external floopy I get a window that says there is no A Drive available. This is because, although the floopy is listed as A drive under "My Computer" it is recognized only as a USB device in the Device Manager. I know I can get a boot disk off the internet but is there a way to make it from the startup disk option? thank you
