I cant adjust my deel laptop's clock

I just bought a dell laptop from my a friend and when i logged in the clock is hidden and it doesn't allowed me to adjust it. Whe i try to change the time by pressing F2 when i restart the computer and it doesnt allowed me. How can i fixed this problem? How can i change the time?
