Problem installing anything from cdrom

Hi, I cant install anything through my cdrom including a fresh copy of windows xp to a video game or a cd writing program. Every single time the installation goofs on at least one file and that file is always the same file. I've tried a couple things that include: swapping cdrom drives from a working computer, swaping hardrives from a working computer, complete re-format, fresh out of the package cd's, complete scandisk and defragment. I've also noticed reduced connection speed. It seems to be capped at about 50kbs when I would normally see up to 700kbs.

It sounds like a virus but how is this posible after a fresh format? I'm no pro with computers but I'm far from a dummy so I'm positive I'm doing a complete format of my harddrive.

Heres some specs from my comp:

512 sd 133

Would you like to go though these steps to rule them out,

Press; windows botton with r botton
type; devmgmt.msc
see if there is a little yellow triangle over the cd rom icon there(means driver missing)

Question, how were you able to reinstall the os if you had this problem, does it mean that you have a second drive, perhaps DVD player or combo, how are the jump leads set on them?

There is no little yellow triangle. The driver is there.

I was able to install the os by simply skipping the bad file. I have tried 3 different copies of windows xp from friends and family and its always the same file: Shell32.dll I think it was. Also there is a cdwriter in this computer, it's set to slave and the cdrom is set to master.

Not a virus anyway, but I don't like the sound of having window installed except for the bad bit, so turning away form that drive itself could it be something else, you mentioned general slowness even though it is a fresh install, could you help us and show the result of this scan of this program which doesn't do anything ecept give details of the running of your comp.
