I also get a system config message at startup indicating I am in diagnostic startup mode. the system is now showing the configuration utility window asking for a startup selection

Hello!

You are getting the error message because of the message you get when you shutdown your computer. We need to find "Sample"

Lets open Event Manager,

Open Control Panel,
Open Admin Tools
Click Event Viewer
Look under Application for a red circle with a white x

Let me know if you find one related to "Sample"

Also, Please follow the below directions:

Download the Hoster.
  • Unzip Hoster to a convenient folder such as C:\Hoster.
  • Run Hoster.exe from its new home
  • Click "Make Hosts Writable?" in the upper right corner (If available).
  • Click Restore Original Hosts and then click OK.
  • Click the X to exit the program.
  • Note: If you were using a custom Hosts file you will need to replace any of those entries yourself.

I googled the "end program - sample" the other day. I think it is attached to the network card software if I remember correctly
