Outlook 2003 Not Responding/Send-Receive Problem

I have Micrsoft Outlook 2003. I have Outlook always minimized in the system tray, and whenever I click on it, I get the following info balloon:

Outlook always opens, however, it is very annoying to have to do this. I am not running from an Exchange Server. Also, Outllok takes an extremely long time to Send/Receive. I am running Outlook Connector.
