Cannot install IE6 Service Pack1 on Windows ME

I downloaded the ie6setup.exe into c:\WINDOWS\Windows Update Setup Files. When I run the setup, I get the EULA and accept, click NEXT, choose Minimal so I can just install what I want, and then I get an error message saying that not all the components were installed. :whistling: Those components meaning the WHOLE package... :blink: and sometimes even a message saying to shut off all other running applications. There's nothing running in the background! The only thing running is Explorer, Systray, and the installation for IE6, and for some reason it won't install the pack.
