I'm not sure what you are asking

At a bare minimum, for a small scale bulletin board you need a server with php installed and a mysql database and any of a number of free bulletin board scripts (for example, http://www.simplemachines.org/)

You want to integrate it into your site, and....what else?

You need to plan your sections (main sections like Paint, Carpentry) and subsections Paint > walls, ceilings, trim)

You are making it out to be more than it is. Don't over think it
