Internet Running Slow

My internet is running slow. I havent gone over my limit. I have a dlink 502t modem with 256kb speed. I have

3500amd
1 gig ram
7900 gt
windows xp

My ping in games is 300 plus. Somtimes i download normally at 25kb a second but then going into games it goes slow again

games i try and play are

call of duty 2
counter strike source
battlefield 2

Any ideas of how to fix this.. please help
