Directx 9.0c or the game?
Did you download Directx 9.0c from Micro$oft's Directx 9.0c site (which I always prefer)? Did you get an indication of a sucessful install?
Did you try uninstalling the game and reinstalling it? Not much to go on here as to exactly what help to give.
