connect diolog box won't come up

Just this week my computer has not let my connect diolog box come up. I can still get on the internet by going to setting and clicking on my dailup connection. How can i get it to come up when I click on internet explorer icon?

Open Internet explorer. Go to the 'tools' menu, choose 'internet options'.
Click on the 'Connections' tab. Click in the radio-button where it says "Dial Whenever a network connection is not present". Click OK. Restart Internet Explorer. You should now get a connection-dialer popping up.
