im on a 1mb line, i currentl can only transfer at a speed of 60kbs or less. most of the time its in it's 20's or 30's. Should an ftp transfer not be able to go at your max connection speed?

For example on 1 of my servers i did a 400mb file upload it took almost 6 hours
