Clean install of win 98 se ----- driver / modem/ ? problem

This is a friends computer, they want to stay with 98 se cause they know it.

Computer was having display etc problems, etc being really slow ----

I suggested reinstalling windows -- computer is 4 years old so 4 years of stuff.

I did a clean install, went just fine but no modem, won't detect the modem and
even when I install - says installed - says working - but it doesnt. Also cant find PCI drivers
believe it is all part of the same problem and believe it is something simple I am missing,
never had problems before when reinstalling windows

I have:
done a clean install
downloaded unofficial service pack and installed
downloaded more from ms site and installed
downloaded and installed mother board update & drivers
reinstalled windows (lol)
tried many times on the modem drivers ----(just not the prob)
deleted the pci problems from system/
reinstalled windows
removed modem
reinstalled windows

Hope someone out there has a thought...............

There are so many differnet modems and drivers that you need to identify make and model of the modem and go looking on websites like the drivers guide to see if you can find them. Many times the manufacturers website has modem drivers but after a few years they tend to take them off the site and leave you looking for the drivers.

Since i charge people to fix their computers i do not have the time to spend doing this. I keep 5 or 6 new modems around just for when this problem occurs. I buy modems for about $8 each when they have sales at the local stores.
