I need help!

My computer won't let me open internet explorer, msn, my computer, control panel and several other programs. I can still open Word, Powerpoint, Paint and some other programs.

When i click on I.E. or msn etc, the cursor turns to a hour glass for about 3 seconds and absolutely nothing happens. When i press ctrl alt del, it doesn't show any programs running. I did a virus scan with Norton and nothing was found.

What do i do to fix it?
