I do not get a start button only the background screen of the desktop. When I tap f8 and get to the safe mode I only get a dark screen with safe mode written in the four corners of the screen. I have also tried to use the restore function from the safe mode and it does not work either.

seems to be a problem with your explorer.exe
When the PC boots normaly and you get only your background, can you press CTRL-ALT-DEL and choose Task Manager?
If so, can you chose File > New Task
And enter explorer.exe?

I am able to get to the task manager and tried to run the explorer.exe. There was no change in the system. I also ran msconfig>bootsafe as recommended by rushin1nd. It booted directly to the safemode but still no icons.
