PC wont boot up

I have a hp computer that was running xp. Now it wont boot past the blue hp invent screen. I thought about trying to reinstall windows but the pc wont boot from the disk drive and i cant get to bios to make it do so. I also put a new hard drive in it that i know works and i have the same problem. I've been working on this thing for weeks. Can anyone help me out?

There's a very similar topic to this one on this board somewhere... I would check there for more answers, however, what changes were made to the system just before this happened?
