IBM Thinkpad 600E unidentified errors

I am attempting to rebiuld an IBM Thinkpad 600E from a bunch of parts i have. i got everything working except no matter which motherboard and subcard i use i keep getting this really weird on>off error and i have no idea what it means. the hard drive, keyboard, etc are all good. does anyone know what this error means??? a picture is uploaded so you guys can see it.
