MSOE.dl on Xp will not open

Message that I get is 'can't open OE message store' and can't start OE because of MSOE.dll. I am on Windows Xp.

I also can not download any .exe files from the internet to help me.

Someone please help me =)

also, I am having trouble running alot of other programs on my computer now. i have ran ewido and it found and cleaned 27 problems. still having problems, and any help would be greatly appreciated.
