Browser not accepting cookies?

For the last couple of days I've been trying to sign on to ebay and I get this message that my browser is not accepting cookies. Then, today when I went on AIM I noticed that the WELCOME window is still on Feb. 28, 2005. Are these two connected? What can I do to correct these problems?

open ie and go to internet options, go under the privacy tab and take the security tab down a couple of notches.

OR

click on the advanced button under this tab and hit override cookie handling, allow the 2 types for session cookies and check the bottom box for always allow session cookies

should do it...? heh
