reformatting

I was reformatting my computer with 98 and the computer crashed half way through.When i start the computer now it says there is an error and hit any key to continue but the problem is the keyboard only works once the computer is signed in.
i can get in on safe mode but cant use the 98 cd from there.
Any suggestions would be greatly appreciated.
