98 boot disk

this boot disk is needed to repair a ibm laptop computer.i bought this software hard drive mechanic to fix a corupped hard drive.i downloaded the software now,i need a windows 98 bot disk.it says to download mechanic software and make 98 bootdisk no ramdrive with dos mouse driver.delete all files except io.sys and msdos.sys files,if you don't see these do not worry they are hidden files. someone please help!
