cam problem

My friend has logitec webcam and he had it running problem free until he had his computer formatted a month ago (Again using Windows 98SE). After formatting he installed the same cam, but now when he tries to open it, he gets an error message saying that cam is already in use by another program. I systematically shut down all running programs checking if error message still occurred with the web cam program. After all running programs were shut down the error message still occurred. I have uninstalled and reinstalled the cam program many times, but still get the same error message....
Can anyone help?? PLEASE !!! :tazz:
