Boot the PC and keep tapping F8 until you get options, choose safe mode then try to resize

++++If you left click and hold the button on a part of the box, can you drag it with the mouse until you can see the apply button

I guess I was not clear with my question, the screen will not move far enough to access the apply button, F8 has the same problem.

If you right click the desktop, click properties, settings, that should give you the box which you can try to move
If you know which video card you have, re-install the software which should set it to defaults

It will not let me move the cursor at all. I removed the video card, installed the software from the CD which came with the card, and booted the system , I then shut down and installed the vidio card and rebooted, the system would not allow me to use any software but the default, which is LOCKED at the lowest resolution. Looks like it is re-install windows time-Joy.
