Win98SE NIC Problems

This is the computer from [bleep], I swear to god! It's a Dell desktop running win98 SE. What happened (2 years ago) was a rep from the ISP came over and tried to address the slowly shrinking bandwidth we had on our home network. The rep ctrl+alt+del some full screen game (I can't even remember which) but it caused the sound drivers to malfunction and not work. We couldn't find the drivers for this sound card (remember Dell uses the cheapest parts and didn't used to give you all the drivers) so the owner had the brilliant idea to go through the registry and try to manually remove all files associated with the sound card but in doing so removed a vital link for the NIC. So now this oversized paperweight has no access to the internet and no sound. When we found the driver diskette for the NIC and tried to install the driver again it worked fine but caused IE to crash upon any attempt to access anywhere. Then that stopped for some unknown reason and now it just won't connect to anything but IE doesn't crash. The router and modem both show some activity when the process is returned to fetch google but no data comes home to the machine. Any ideas? I'm fresh out.

First i would do a repair install on Internet Explorer.
