TOOLS -> Folder option Disapear in my XP plate form. plz help me for this.

For a little clearification, when you go to Tools -> Folder Options, nothing happens, or the link to the options doesnt exist?

in my windows when i want to open my hiden files i double click on folder hten go to tools only fowllowing option display MAP NETWORKDRIVE, DISCONNECT NETWORK DRIVE AND SYNC.
THERE IS NO FOLDER OPTION
SO WHAT SHOULD I DO?

Another problem i am facing with my friend's computer when i go to control panel there is no add remove programm
