Unable to change my desktop background

I am unable to change my desktop background. Under the desktop tab in the display menu, the scroll bar is locked and I am unable to click on one as it will do nothing. I have tried unchecking the boxes in customize desktop and I have tried fixing the problem with registry edit with no luck. Please help.

If you click any of these pictures, can you right click it and click set as background

I experimented with one of them, appear in tiles, they do and I cannot change it into strech or center. And I have no knowledge of making a custom background.

1. Click Start, click Run, type services.msc and then click OK.

2. In the list of services, right-click Themes, and then click Properties.

3. On the General tab, click Automatic in the Startup type list.

4. On the General tab, click Start under Service status, and then click OK.

5. Exit Services.
