windows shutdown problem

I have a Dell Latitude notebook,with windows 98,or 98se,and I have 124mb,ram,10g-hd,penium 2,,,and I have installed my new Kodak Digital Camera,easy share cx6330,,and when it is installed,the camera will upload pictures fine,and the camera works,but when I go to the start minue and try to shutdown my computer,it says windows is shuting down,but it want go any further,it hags right there,and you can mash the button,that turns the computer on and then it turns off,this is wrong,and I want to be-able to shut it down the right way,any ides,or settins that will fix this problem..thanks for any help <_<
