Should I run it for the other users, though?

I just unplugged everything. It won't make the sound again until it kicks off.

If you ran it with an administrator account, it would cover all the accounts / users

sfc /scannow and checkdisk would cover all accounts by default

Justs kicked out again. Black screen. No sounds. Only ethernet and monitor are plugged in.

Same error: "You received this message because a device driver installed on your computer caused the Windows operating system to stop unexpectedly. This type of error is referred to as a "stop error." A stop error requires you to restart your computer."

Did you get a motherboard CD with the PC

If so, look for the video card drivers on there, install them from there

It should ask what you want to install, so the VIA/S3G, then it may say do you want to uninstall or modify, choose modify, re-install if you can

If the only option is to remove, do that, reboot, the screen should look awful because the video drivers are not installed, load the CD again, choose to install the VIA/S3G drivers
