Help! Corrupt dll file = can't boot up machine

Have had a bit of trouble since trying to install Fuji digital camera software e.g. monitor switching itself off and computer freezing/crashing. Now when trying to switch computer on comes up with this:

Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll.
Please reinstall a copy of the above file

However I know I'm not au fait with this but how can you get this file to upload from XP CD when can't communicate with the computer? Is this one of those dll files I see I can download from the top of the page? Please help as this is driving us mad!
