public access connection slow?

my xp's wireless connection has been sooooo slow & sometimes unresponding lately.I update & run ccCleaner,Advanced Windows Care,Spy-Bot, Adaware,& I delete my history & cookies like daily.I defrag when needed as well.However I do connect through public access.Is there any freeware programs that could help optimize my connection?

I would compare speed at a "speed test" site for a few days, just so that you have your data straight if you need to take this up with your ISP. If you are clearing cookies, temp files etc, understand that your pages will load more slowly because the comp has to download everything again, not call on what was previously cahed. No one needs the default amount of temp files XP allows, but 80 Mbs or so seems to work well for me.
