can't get ie6sp1 to install on windows 98se

My friend tried to switch Internet provoders the other day and put a peoplepc disk in and couldn't install ie6.
He already had it installed before I thought and his other provider worked well.
I went to the systems info and clicked tools and checked out the systems files and it said that the setupx,dll might be corupted.
would this make the ie6 not install?

I am going to get a windows 98 se disk and put the original setupx.dll back in the computer.

I would do a reinstall but he has farming stuff for tax purposes in a program and I don't want to loose it for him.
The computer is old and he needs a new one with a current operating system on it.
Right now he can get on the Internet but he can't type in anything on any page he goes to or can't even go to some pages and they display bad.

any ideas would be appreciated.
