My comp wont work i think virus

My other computer will not work/ as soon as I start it up it wont let me click anywere or do much. I just bought norton 07 and I can even install it, I def think its a virus... what should I do???

When you boot it up... do you see the windows splash screen?

It's the loading screen AFTER the first loading screen. Where you see "WELCOME".
