Malware has disabled right click, task manager, and run command

Hi, I have managed to install some nasty spyware on a test installation of Vista RC1. I'm just curious about how I would go about resolving this if it occurred on an installation that wasn't a beta test.

Before, I could not even run certain applications such as Ad-Aware, msconfig and regedit, they would close immediately when I tried to run them, even in safe mode - but I have fixed this problem with HijackThis already. However, some remain (even in safe mode):

I cannot right click anything, no menu appears (EXCEPT the taskbar, for some reason)
I have no "Run", or "Settings" buttons on my start menu. If I right click the taskbar and select Properties I get:
"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."
I'm not sure what Ctrl+Alt+Delete is supposed to do in Vista, but there is no Task Manager option. Ctrl+Shift+Esc does nothing. Running taskmgr.exe from System32 does nothing.

I don't think there are any malicious executables running at all, I just need to get these options back.
