Desktop Right Click Options Missing

When I right click on the desktop i'm missing arrange icons, the option to make new folders.

Also can't make folders etc. in folders the option is missing on right click.
I can't make folders at all. Check the menus on the window like file edit etc.
But cant make folders.

I did the 5 step thing before posting this.

Start > Help and Support > undo changes with system restore

pick a date from before the problem occured.
