The yellow bar only shows up in Windows XP Service Pack 2.
To check, go to the Start Menu, right-click on My Computer and choose Properties. It tells you up the top whether any service packs are installed.

Just in case you are using Firefox, you need to be aware that activeX components won't run in Firefox. You have to use IE. Provided you are using IE, and SP2 is not installed, any activeX controls should run without you having to give permission (unless you are also running a good firewall which alerts you at such times). With IE and SP2, you will get a yellow warning bar whenever an activeX component is encountered. That yellow warning bar doesn't appear in any other browser.
