White Boxes

Why are there white boxes around my icon's text in my desktop. I just want to see my wallpaper behind the text but instead there is an annoying white box around it. Is there a way to get rid of this box? Also, whenever I go on the internet, the background to every page is white. Are these problems related, and if so, how can I fix them? I have Windows 2000 and any information regarding these problems would be very helpful.
