Task Manager Not Working

ctrl+Alt+Del no longer works to show my task manager.

I also tried start---->Run---->taskmgr: that also did nothing but it said "Another program is currently using this file"

I also tried start---->Run---->regedit: that also says "Another program is currently using this file."

I'm no comp wiz so I seriously need help fixing this. The problem occurred a few days ago and the only relevant connection i could make is installing limewire and uninstalling it, after that it just didn't work anymore. Maybe it's a virus or it could be something else. But i would appreciate the help.

I have a toshiba salellite U200 that is a few months old. Windows XP
