I've had this problem and I think I've found a solution. Either you are using Intel because I've noticed it seems to happen with onboard Intel Gfx cards. Or you need to go to a more stable driver. Using the latest isn't always the best thing to do. I use ATi Catalyst 6.9 rather than the new 6.10 (6.10 doesn't make sense, I know.) This could be the problem or what I've found, is if you are running XFIRE in the background. Either you've launched the game from XFire or you have it running. Try it without xfire.

P.S. THIS WILL NOT FIX EVERY DIRECTX PROBLEM* I AM NOT GOD.

what i've noticed is that if you try to put it on Directx 9.0 in options, it will mess it all up and do this error...that is if your card can't handle DX 9

COD 2 will not work with the Onboard card, no matter what.
