For my money, Adobe Photoshop is still the best (if not one of the most expensive) graphic editors on the market. There are other ones out there, including some freeware and shareware packages, but they don't do as good a job of maintaining picture resolution. If it's a gif, you might try www.gifworks.com - they have a free online gif editor that allows you to do resizing, and the results aren't too bad.

Irfanview will let you resize most images

Irfanview

Paint.Net is a good alternative to Photoshop type applications

You could also download the Image Resizer powertoy, if you are using Windows XP. Hope that this helps.
