You are not using a normal computer. This is usually what they call a single board computer used in KIOSK's and embedded systems in game consoles. There are places you can buy this kind of hardware for special purposes.

These systems usually uses the window CE operating system.
Then there are the embedded systems Which you probably use all the time and never know it.

As with most of these systems you program or install programs on to a CF card from a desktop computer then install the card in the embedded system. Turning the system on boots it up to operations.
Something else you might look into is the mini-itx systems.

When the operating system is embedded.. Does it mean that the operating system is inside of the compact flash card or somewhere else. Anyway, how is it possible to install an operating system in a CF card?

Its just like a hard drive to a computer, you can install an operating system onto any device that holds data for a computer to access. Its pretty easy and fairly common, alot of people are taking to install an operating system onto flash drives now that 1 and 2gb is common and larger is available as long as your computer can boot from USB you can install an OS on flash and have it boot up, it can actually be faster sometimes.
