There is a way in command prompt but first lets try delete them in safe mode.
Restart the PC, while it is loading up press "F8" (This is usually just after memory check) and then select "Boot into Safemode.
Then select "Administrator" account, and delete the account from there.
Let me know what happens. Cool

nope, booted into safe mode and it still froze when trying to delete...

Hey again marknf316, sorry for the late reply.
Goto:
> Start
> Run
> Type in "cmd"
In command prompt type in:
"net user [username] /delete
Where [username] is type in the user you wish to delete.
Once you have done that it should say:
"The command completed successfully."
If not try the same in Safemode.

im typing in: net user [john] /delete, and am getting this response:
NET USER
[username [password : *] [options]] [/domain]
username <password : *> /ADD [options] [/domain]
username [/delete] [/domain]
NET USER
[username [password : *] [options]] [/domain]

username [/delete] [/domain]

Sorry leave out "[]" just user name. So it will look like this:
"net user john /delete"
Cool
"net user john /delete"
