I'd been using Download Accelerator Plus for a few years now. I do hav some prob esp when after I reformat, I cant seem to continue my download file (the .dap file wont be detected using the program and i will hav to download it whole over again.) Is there any way to continue my download from the file (.dap)?

You need to find out where this program stores the temporary data that it uses to hold the download across sessions. Copy that and the DAP file, and in theory it should pick it up again.

In reality though, the program isn't really designed to work in this way after you wipe the drive because, well, its not really something you do.

Best solution is to finish your download, burn it and anything else to CD and then do the format.
