Do you already have a web host? Many will setup a forum for you at little or no charge. Of course you'll still have to customize it to fit your needs (we may offer these type of hosting packages soon).
We use the free (no support) version of Invision Power Board:

PHPBB is another very popular, free, open-source forum script:

It's open source, so totally free
Vbulletin is the largest forum provider:
http://www.vbulletin.com/
They just released a new version 3.0, but offer no free versions.
There are many other forum scripts available, but these are the three largest. I have installed and used all three. They're all fairly easy to setup using the documentation included. It's gets a lot trickier when you begin to customize it to fit your needs, and "skin" it to look unique. A little knowledge of PHP helps. There's also some great resources, http://www.invisionize.com/ has many free skins and mods available for Invision.

Uh, thanks. I downloaded the invision powerboard but I'm confused on how to use it. My host has a CGI bin avaliable on my site. A tiny bit of advice'll do.

Click the readme.html file in the documents folder, then follow the link under New Installations. They have very good documentation.

can anyone help me on installing the PHP one, i dont understand what at MYSQL is

MySQL is a database program. It must be supported by your host, and installed on your server. Check to see if your web hosting company supports PHP and MySQL.
If you have limited knowledge, I strongly suggest you consider a host that offers C-Panel and Fantastico. These scripts allow forums to be installed as simply as a single click.

Do you know any hosts off the top of your head that can give you all of what you just told me, or should i wait until GeekHosting is available
