Install Script engine is missing

I am trying to upgrade iTunes to version 7 in order to use my new Nano. When I run the install program I get a message that says the "InstallScript engine is missing, run ISScript.msi, or contact support personnel. I don't understand this as I believe I have the latest Windows installer, and have recently installed Windows programs.
