installing a theme

i downloaded a winrar theme file and i guess i dont know how to install/apply it. I thought all i had to do was double click on the windows theme file and it would have opened. When i double clicked it, it said the file could not be found because because it is not installed or authored correctly. Where should it be installed and what should i do. Thank you
