Does your video card support connection to a VCR or TV, like RCA or S-Video input? If not you probably can't. Also, it looks like you have only a DVD Rom which means you can only play dvds not burn it. You need a DVD burner.

Just because you have a dvd rom drive doesnt mean you can make dvds. You will need to get a dvd-r drive.
If you have a cd-r/dvd rom combo on your laptop, then you can convert movies into vcd or svcd format which will be able to play or most modern dvd players, including your dvd-rom
edit* I just checked the specs on M series and you should see a yellow video port usually on the back of the laptop. So what i think you will need is a RCA cable (red, white, and yellow plugs). Plug the yellow into the video ports on the tv and laptop (yellow) and then plug the audio one end of the cable into the red port on the tv/vcr and then the other red end into the microphone port on the laptop.
Now you may need special software that will make you capture the video. i will look into this.
