XP wont boot

On A Dell Dimension 9100. running XP home.
on start up and without warning the harddrive would not boot,
>> Within a few seconds of powering up, the flashing cursor flashes up a

Dell's suggestion was to remove all usb except keyboard and mouse. but now that has failed they feel it got to be a restore.
Swapping the BIOS battery has also not helped
